Rialto's contract states that we will pay $50,000 per month as a base compensation. That is $600,000 annually!!!

The question I have repeatedly asked, that has not been answered, of all the individuals including the city's auditors, no one can clearly describe what we get for our $50,000 per month...

Simply stated, we didn't do our best effort in negotiating for these services. And as I see it, the service provider ceased the opportunity to be paid handsomely for very little services...

Can something be done about it? Yes. Should something be done about it? Yes. Will something be done about it? Good question...

City Attorney Services

The same service provider contracts with the city of Chino, California. Chino's contract for service executed October 3, 2006, describes the services to be provided, which are near identical to the services to be provided for the city of Rialto. The enormous difference is in the compensation provisions of the contract...

Chino's contract states the compensation to be paid as, the sum of $14,500 per month, as salary, medical coverage for him and his family plus the employer and employee contributions to PERS, or the monetary equivalent of the salary and benefits previously described and the sum of $2,000 per month for staff support and overhead as a base compensation...

Some of the possible options could be:

Issue new debt = Rate Increase

Private Public Partnership that equals sale or lease of our assets = Rate Increase

The intent of these two options, would be to provide immediate capital (monies) to invest in the infrastructure. These two options will result in rate increases and may allow for structured rate increases over a longer period of time.

Another option is a rate increase or increases over a shorter period of time to generate monies to build a fund to invest in the infrastructure. I hesitate on this option. It is to risky. Could we build a big enough fund to do what we need to do? Will the money go else where? Just too many unknown's...

This is where our city leaders need constructive input. I am certain that there are other concepts and or ideas...

The city of El Monte California, with a population of 116,000, employs a full time city attorney, with 3 assistant attorneys, and 2 administrative assistants. Their current annual budget for the full time staff of 6, includes salaries, benefits, maintenance and operations is $442,500. That is $73,750 annually per person...

So, what should the citizens of Rialto pay for part-time city attorney services?

This issue is complex and our city leaders will be damned if they do and damned if they don't...

I am not in favor of the sale of our water and or wastewater assets...

The answer is not, "Doing Nothing.."

Our city leaders are in an exploring options and information gathering process...

What we do know is that our water delivery systems are in need of overall updating and upgrading from underground to above ground. We can not sit still and do nothing and wait for something to happen. It won't fix it self...

It is going to cost us a lot of money. Maybe a lot less if we do something sooner, rather than later...

To All My Fellow Rialto Citizens,

I elected to establish this blog as a method of communicating my thoughts about various subjects and issues affecting us as citizens of Rialto, CA.

My opinions are mine and are not the opinions of any other official, manager, department head or employee of the city of Rialto, CA.

As an elected official, I believe that I have a responsibility to the citizens of Rialto. I am dedicated to working for the best quality of life in Rialto.

I will post on this blog from time to time on various subjects and issues. My intent is to express a different view point.

I welcome all feedback, good, bad and or indifferent. I am trusting that the information and comments posted in response will be constructive dialog and something different to think about.
